Commentary: In 1813, during the Mexican struggle to separate from Spain, Father José María Morelos y Pavón convened the first Mexican political congress, the Congreso de Chipancingo, which issued the Acta de Chilpancingo, proclaiming Mexico’s independence from Spain and presenting a draft constitution. Here Méndez portrayed Morelos holding the act, surrounded by the impoverished campesinos who were participant in the uprising he led. Méndez chose to depict the occasion  as a revolutionary event rather than a political process. (Deborah Caplow)
